If you’re heading to Hong Kong, here’s something you need to know starting April 30, 2026.
Hong Kong is banning the mere possession of alternative smoking products – think e-cigarettes, heated tobacco sticks, and herbal cigarettes – in any public place. And yes, that means even if you’re not smoking, just having one on you can land you in trouble.
No warnings, no grace period. The Health Department says there’s no “first-time free” pass. From April 30, enforcement begins immediately. If you’re caught carrying these items in a public area, you’ll face a minimum fine of HK$3,000.
How the fines work:
- For smaller amounts – up to 5 cartridges, 5ml of e-liquid, 100 heated tobacco sticks, or 100 herbal cigarette rolls – you’ll get a fixed penalty notice of HK$3,000.
- For larger amounts – anything above that – you could be taken to court. The maximum penalty? A HK$50,000 fine and up to 6 months in jail.
- If you refuse to show ID or interfere with officers, you might also get a summons, with fines up to HK$10,000.
Watch out for double penalties. If you’re caught using one of these products in a no-smoking zone, you’ll get two tickets: one for smoking in a banned area, and another for possessing the product.
And no, tourists aren’t exempt. The rules apply to everyone, visitors included. Hong Kong’s health authorities made that crystal clear – no special treatment for travelers.
So if you’re packing for a trip to Hong Kong after April 29, 2026, leave the vape and heat sticks at home. It’s not worth the fine – or a court appearance.
